Position Overview
The District Child Nutrition Manager will oversee all aspects of the Child Nutrition Program operations. The functions include administering, planning, directing, assessing, implementing and evaluating the program in order to meet the nutritional and educational needs of the children, as they are related to the Child Nutrition Program. The school nutrition professional shall partner with others in the school district and community to solicit support for the development of a sound nutrition assistance food program while following federal, state, and local guidelines. The Child Nutrition Program is to provide an environment that supports healthy food habits while maintaining program integrity and customer satisfaction.
Essential Duties & Responsibilities
Nutrition and Menu Planning
- Develop menus that meet established nutritional requirements for students.
- Develops cost-effective menus that maintain nutrition integrity and meet all local, state, and federal guidelines and regulations.
- Assesses customer preferences, industry trends and current research to plan menus that encourage participation in the Child Nutrition Program.
- Work with school staff, teachers, parents and physicians to plan menus for children with special nutrition needs
Food Production
- Develop procedures to ensure the food production system provides safe nutritious food of high quality.
- Ensure operational procedures for efficient and effective food production and distribution.
Nutrition Education
- Develops and implements a comprehensive nutrition education program using school cafeterias as learning laboratories.
- Establishes role of the Child Nutrition Program as a resource for expertise in the development and presentation of nutrition education materials and activities.
Sanitation, Food Safety and Employee Safety
- Establish procedures to ensure that food is prepared and served in a sanitary and safe environment.
- Develop and integrate employee safety regulations into all phases of the school foodservice operation.
- Establish standards for receiving, storing and inventorying food and non-food supplies based on sound principles of management.
- Establish the organizational framework for achieving Hazard Critical Control Point plan to reduce the risk of food related illness.
- Develop and implement policies and procedures to ensure environmental responsibility.
Food Service Operations
- Work cooperatively with campus principals to create lunch schedules.
- Establish and direct process of providing free and reduced lunch applications following United States Department of Agriculture and ADE guidelines for meal eligibility and reimbursement of federal funds.
- Develop and maintain written procedures for all food service operations.
Computer Technology
- Implement management information systems that increase the productivity and efficiency of the school food and nutrition operation.
- Train staff to use computer technology in individual school sites to improve management techniques.
Customer Service
- Establish quality standards for the presentation and service of food.
- Implement a district-wide customer service driven philosophy that focuses on value and satisfaction.
Facility Layout, Design and Equipment Selection
- Assist with designing and planning facilities that ensure high quality customer service, wholesome food production and efficient workflow.
- Determine equipment needs and specifications consistent with program needs and budget.
- Assesses kitchen equipment and facility needs and works collaborative with the Business Services Executive Director to maintain an equipment replacement schedule and kitchen remodeling plan.
General Management
- Provide technical assistance and training for school foodservice personnel.
- Develop short- and long-term goals through strategic planning for the district school foodservice program that supports the philosophy and policies of the District.
- Implement policies and procedures to ensure the effective operations of the Child Nutrition Program.
- Monitor and review all contracted service providers to ensure appropriate use of resources, acceptable levels of productivity, cost effective/efficient instillation, methods and adherence to project, schedules and budgets.
Financial Management and Recordkeeping
- Manage the Child Nutrition Program using appropriate financial management techniques.
- Implement efficient management techniques to ensure all records and supporting documentation are maintained in accordance with local, state, and federal laws and policies.
- Monitor Child Nutrition Program Key Performance Indicator’s for effective and efficient management of financial.
- Develop purchasing guidelines to ensure purchased food and supplies reflect product knowledge, customer preferences, district needs, policies and nutrition objectives.
- Assist with the evaluation of formal bids and make recommendations for the awarding of contracts for Governing Board approval.
- Approve and forward invoices and purchase orders for food service department to accounting department.
- Develop and implement inventory and stock control program for equipment and supplies and recommend replacement and disposal of obsolete equipment as necessary.
- Keeps Associate Superintendent and Executive Director of Business Services apprised of cafeteria operations on a regular basis.
Personnel Management
- Establish standards for the professional development of the district's Child Nutrition Program personnel.
- Draft food service staff job descriptions including recommended qualifications for approval by the Director of Human Resources.
Claims for State and Federal Reimbursements
- Organize, submit and track monthly claims for schools participating in Child Nutrition Program in order to obtain state and federal reimbursement for schools.
- Process meal benefits eligibility applications and coordinate the Direct Certification process.
- Manage the verification process of Free and Reduced priced meal applications.
- Coordinate USDA commodity entitlements to ensure schools adequately receive and utilize allotted amounts.
Marketing
- Develop a marketing plan to attract students and parents.
- Communicate program information to encourage and secure support for the school food and nutrition program from the Governing Board, administrators, faculty, students, parent and community.
- Implement a plan for providing foodservice for special functions consistent with District policies.
Policy, Reports, and Law
- Ensure the Child Nutrition Program compliance with all local, state, and federal laws, regulations and Governing Board policies.
- Compile, maintain and file all reports, records and other documents as required.
- Ensure that employee time records are accurately maintained and data necessary to process food service payroll is delivered in a timely manner.
Other
- Perform any duties and responsibilities that are within the scope of employment, as assigned by the Associate Superintendent.
Licenses or Certifications
- A valid IVP Fingerprint Clearance Card
- A valid Maricopa County Manager’s Certificate
- School Nutrition Associate Certification
- SERV Safe Certified
- Possession of a valid Arizona Driver’s License
- A Bachelor’s Degree in Foods and Nutrition, Food Management, Quality Food Preparation, Personnel Management and/or Business Management.
- Five years supervisory experience with food service in a school environment.
Experience
- Five years of experience in supervision of a large institutional food preparation program.
Skills, Knowledge & Abilities
- Thorough knowledge of food systems management, including the purchasing, receiving, storage, preparation and service of meals to students.
- Demonstrated ability to make good decisions.
- Working knowledge of facility/equipment maintenance procedures.
- Demonstrated ability to administer and supervise a complete Child Nutrition Services Program within a school system or large institutional operation.
- Demonstrated ability to supervise budgeting, accounting and purchasing functions pertaining to food service operations.
- Demonstrated strong leadership and interpersonal skills to interact effectively with administration and cafeteria staff.
- Ability to maintain a safe work environment for self and others.
- Proficiency in English and general communication skills (oral and written) for providing work directions and interacting with staff, students, and administration.
- Knowledge of U.S. Federal and USDA regulations relating to public school food service.
- Experience with and knowledge of Arizona Department of Education Office of Child Nutrition regulations and policies.
- Knowledge of Child Nutrition Program and food safety regulations.
- Ability to apply a variety of problem solving and conflict resolution techniques to successfully manage organizational change.
- Knowledge and ability to support nutrition education and wellness initiatives.
- Knowledge of dietary requirements for children with special needs, including children with life-threatening food allergies.
- Ability to conduct on-site inspections of food service facilities districtwide.
Working Environment
- The working environment is the normal office setting with travel to school sites. Work environment also includes working in the cafeteria kitchen and dining room that includes exposure to noise and vibrations from kitchen equipment, fumes and odors from grease traps, and heat from stoves and ovens.
